IntraHealth International is looking for a Senior Technical Manager for the Digitalizing Community Health Worker (CHW) Payments in Tanzania Program.
The Senior Technical Manager will manage the Bill and Melinda Gates-funded Digitalizing Community Health Worker (CHW) Payments Program in Tanzania, which intends to assist the Government of Tanzania (GoT) in building and scaling a nationwide digital payment system for CHW stipends. They will oversee stakeholder engagement, governance, and system design, as well as schedule workshops with government leaders and development partners to define business and system requirements. In addition, this individual will work with the government to establish and grow the payment system, including co-designing training materials and training master trainers.
Duties include, but are not limited to:
- Manage all technical efforts in collaboration with the Tanzania Country Representative, the Senior Program Manager/Senior Technical Advisor, and GoT executives.
- In partnership with numerous stakeholders, arrange and manage participatory workshops with GoT officials to define governance processes, business and system requirements, and a national digital payment system implementation and transition plan.
- Collaborate to create and finalize adaptive program monitoring and scale-up plans, a learning agenda, digital literacy content, CHW performance management tools, and an implementation research protocol and tools.
- Co-design materials for the national digital payment system with the GoT and train chosen regional’ master trainers’ to provide training and mentoring to district teams.
- Regional trainings should be facilitated, and master trainers at the district level should be supported in leading them.
Qualifications:
- Bachelor’s degree in public health, public administration, computer science, business management, or a similar discipline, plus eight years of experience working in roles requiring technical program management, coordination, and oversight; or a master’s degree and six years of experience.
- Experience managing one or more staff.
- At least three years of experience collaborating with the GOT on program execution, including the MOH, PORALG, and MOF.
- Digital health experience in Tanzania and/or East Africa, including work with digital payment systems and digital literacy efforts.
- Experience creating training materials (such as user guides, curriculum, and standard operating procedures) to assist users’ digital literacy and adoption.
- Experience managing the production and assessment of technical reports and deliverables to achieve high-quality, on-time programming results.
