The Fisheries Officer reports to the WWF TCO RUMAKI Plus Seascape Lead and is responsible for implementing the NORAD Sustainable Blue Economy (SBE) and Illegal, Unreported, and Unregulated (IUU) Fishing projects, as well as the Marine Programme Strategy under the WWF Country Strategy for 2021-December 2025 and 2026-2030.
Overfishing, illicit, unreported, and unregulated (IUU) fisheries, and the degradation of essential habitats for fish reproduction and feeding are all putting a strain on fisheries in the Southwest Indian Ocean (SWIO), notably in Tanzania. As a result, fish supplies, particularly tuna and shrimp, are rapidly declining in both small-scale and industrial fisheries, presenting serious threats to coastal communities’ food security.
Main Functions:
- Provide strategic and operational support to CSO partners:
- Assist CSOs participating in Blue Economy policies and procedures.
- Maintain continuous contact and cooperation with national, regional, and international partners throughout program execution.
- Conduct yearly CSO capacity reviews in collaboration with the MEL officer to examine efficiency and effectiveness.
- Conduct CSO needs assessments and create and execute CSO capacity-building strategies (both technical and financial).
- Help CSO partners build and execute national advocacy strategies.
- Develop CSO capacity (technical and institutional) for working with government agencies.
- Programme Management and Coordination:
- Support program management and coordinating activities.
- Assist the program in evaluating the execution of risk mitigation strategies indicated in the project’s risk matrix.
- Contribute to the creation of program technical reports, ensuring that relevant indicators for fisheries and policy are adequately analyzed and met.
- Participate in monthly SWIO/SBE coordination meetings on behalf of the program coordinator, presenting well-prepared reports and materials.
Desired Skills and Qualifications:
- Educational Background:
- Advanced degrees in Natural Resource Governance, Project Management, International Fisheries Management, Social Science with a background in fisheries management, Political Science, Aquatic Science, or a similar discipline are necessary.
- Experience:
- At least 5 years’ experience in the Indian Ocean with a significant international component.
- Experience working with local and international civil society groups (CSOs), deep sea fishing authorities, and international development partners.
- Experience working with regional NGOs, including WIOMSA, WIO Mangrove Networks, CORDIO, and others.
- Proven ability to learn quickly as a project manager in complicated contexts while multitasking.
- Experience developing and implementing online and in-person training and seminars.
- Multilingualism and cross-cultural experience are desirable.
- Willingness and capacity to travel extensively throughout the SWIO/WIO areas.
- Skills:
- Excellent interpersonal skills, with extensive presenting and facilitating experience.
- Experience with participatory techniques and collaboration with government, parallel agencies, NGOs, the commercial sector, community-based groups, and regional fisheries organizations.
- Effective and straightforward communication abilities (both written and spoken).
- Proven success and expertise in writing activity idea notes.
- Understanding of Tanzania’s mainland and Zanzibar BE aims and developments.
- Politically astute in the national and SWIO regional contexts.
Required Skills and Competencies:
- Capable of coordinating government teams with foreign NGO teams headquartered in Tanzania.
- Extensive and verifiable experience in marine capture fisheries and conservation measures for sustainable fisheries management.
- Comprehensive and proven understanding of policy, governance, and resource management.
