Afyaplus is a non-profit organization operating under the NGO Act 2002, focusing on disease prevention and control through Water, Sanitation, and Hygiene (WASH) and Health and Nutrition initiatives. We are also committed to adolescent and young woman empowerment. Afyaplus responds to critical social and economic gaps in Tanzania by promoting community health, education, and access to clean water and sanitation services. Afyaplus is looking for a female Monitoring, Evaluation, and Learning Officer with at least two years of experience in M&E, ideally in WASH, public health, nutrition, or community development projects. The MEL Officer will play a critical role in ensuring that Afyaplus projects achieve their objectives by delivering accurate and timely data on project performance. This position demands a strategic thinker who can create and implement effective MEL systems, analyze data, and generate informative reports to aid decision-making and program effectiveness.
Key Responsibilities
1. Monitoring and Data Collection:
- Create and implement monitoring and evaluation plans for Afyaplus projects, ensuring that monitoring instruments and data gathering methods are efficient and meet project objectives.
- Collect, organize, and evaluate qualitative and quantitative data to track project progress and impacts.
- Regularly visit project sites to collect and verify data and ensure that activities are carried out as planned.
- Support the project’s baseline and endline surveys while also managing the documentation of case studies and success stories in collaboration with the communication team and project staff.
2. Evaluation and Learning:
- Conduct midterm and final evaluations of Afyaplus projects to determine progress towards project goals and objectives.
- Facilitate learning sessions with project workers and stakeholders to discuss and incorporate MEL results into project planning and implementation.
- Make recommendations for project improvement based on the MEL data analysis and findings.
3. Data analysis and reporting:
- Analyze MEL data and develop reports that provide information about project performance, difficulties, and accomplishments.
- Prepare and send regular MEL reports to management, donors, and other stakeholders in accordance with the reporting schedules.
- Ensure that data is properly documented, kept, and accessible to internal and external auditors.
4. Stakeholder Engagement:
- Engage with important project stakeholders, such as government officials, community leaders, and partner organizations, to share MEL findings and advocate for best practices in WASH and health efforts.
- Represent Afyaplus at meetings and forums centered on MEL and data-driven decision-making.
Key Qualifications
1. Education:
- Bachelor’s degree in Public Health, Statistics, Social Sciences, Development Studies, or a closely related discipline.
2. Experience:
- Minimum of 2 years of experience in monitoring and evaluation, preferably in WASH, health, nutrition, climate change, and AMR, or community development projects.
Skills and Competencies:
- Strong data analytic abilities, including the capacity to assess and comprehend both qualitative and quantitative data.
- Proficiency in MEL tools, techniques, and software, such as SPSS, Excel, or other data management systems.
- Strong communication abilities, including the ability to create clear, succinct reports for a variety of audiences.
- Experience training and building capacity in project teams for MEL procedures.
- Attention to detail and the capacity to guarantee data accuracy and integrity.
- Willingness to learn about and apply Afyaplus’ management and MEL policies.
- Excellent teamwork and collaboration skills, as well as the ability to operate in a variety of settings.
