The Finance Officer will lead MECPZ’s finance teams in effectively managing income and spending, procurement, and operational logistics. Provide budgeting leadership and ensure that all budget holders understand, can manage, and are held accountable for their budgets in accordance with organizational financial regulations, as well as being accountable for all financial compliance throughout the organization.
Major Responsibilities:
- Provide technical leadership and management for MECPZ’s financial matters, ensuring compliance with all applicable policies and regulations.
- Manage grant spending against the approved budget by ensuring that adequate procedures and controls are in place to monitor expenditure in accordance with grant and reporting requirements.
- Ensure timely and accurate financial reporting to funders and other stakeholders, including the creation of yearly financial statements.
- Coordinate all internal and external audits and carry out audit recommendations.
- Ensure that MECPZ meets all statutory and regulatory standards set by the government and development partners.
- Work with program partnership teams to create budgets that are consistent with MECPZ and donor standards.
- Conduct monthly, quarterly, and annual budget reviews, as well as quarterly re-forecasting based on burn rate and program changes.
Required qualifications and experiences
- A bachelor’s degree in finance or accounting is required, as well as a professional qualification such as CPA, ACCA, or CIMA.
- Minimum three years of relevant professional experience.
- Experience in managing, leading, and mentoring employees
- Experience creating budgets in partnership with technical program staff and supporting the successful management of these.
- Excellent communication abilities, capable of giving powerful presentations and producing high-quality financial reports.
- Experience working across geographical and organizational boundaries, cultures, and varied stakeholders.
- Demonstrated experience with consortiums, multinational multilateral, and bilateral donors.
- Demonstrated competence in the budgeting process from start to finish in a multi-donor context is essential.
- Working experience in an international development agency is desirable.
- Proven expertise preparing and supervising annual financial statements.
