This is a senior finance role for an experienced individual who can see the broad picture while also delivering practical outcomes. In support of the Finance Manager, the area-based SMT and the Area Manager assist DRC activities in Tanzania (Kigoma area), with a primary emphasis on accounting and reviewing the overall stability of the financial control systems. This job identifies and executes methods to guarantee that the financial systems operate at the required levels of efficiency, effectiveness, accountability, and compliance.

This function focuses on the area office and assures compliance with DRC policies and guidelines established at the headquarters and regional office levels, as well as within the nation, as well as compliance with applicable Tanzanian laws and regulations (NSSF, Taxation, Labor Law). The function contributes to the creation of strategies, which are then turned into standard operating procedures. The job then monitors compliance with these SOPs. The function offers assistance and/or technical direction for country operations.

Responsibilities:

  • Validate financial records for conformity with DRC Operations Handbook and donor rules and procedures across all support divisions (supply chain, HR, finance, and administration).
  • Lead the process of producing Financial Statements on a yearly basis, coordinating with the audit firm and RO/HQ to guarantee
  • All information is correct, thorough, and fully compliant with Tanzanian norms and regulations.
  • Implement the advice from the tax compliance self-check to guarantee complete compliance with Tanzanian law.
  • Increase finance and program capabilities in terms of compliance and audit results.
  • Build partner ability and awareness to guarantee financial compliance and discipline.
  • Work with Grant to facilitate the financial screening of prospective CSO partners.
  • Serve as the point of contact for project-specific external audits and follow-up on auditor suggestions.
  • Ensure that the necessary paperwork for financial audits is accessible, in collaboration with coordination staff and HQ.
  • As a focal point for local partners, we analyze financial reports and teach them on budget preparation, management, and reporting.
  • Assist the Finance Manager and Area Manager in developing SOPs and localized policies to address gaps in organizational policies or meet local needs.
  • Coordinate and conduct. Every month, BFU has review meetings with PMs, PCs, and TLs to follow up on any BFU action items and work on BFU rebookings.
  • Ensure that all finance activities for monthly BFU meetings are completed on time before the next BFU meeting, including rebooking.
  • Ensure that staff wage forecasts for BFUs are prepared prior to BFU meetings.
  • Collaborate with appropriate Managers to address financial concerns for all programs in the nation, including co-funding, deviations, and necessary actions.
  • Update BI reports weekly and distribute with project managers, team leaders, and project coordinators.
  • To guarantee proper implementation of audit recommendations, update the audit matrix on a regular basis and follow up with program and support workers.
  • Monitor salary allocation/coverage and notify management of any shortfalls in advance/unfunded positions to ensure timely implementation.
  • Lead Finance Kick-off and project closure meetings
  • Creates partner monthly spending book in dynamics on time and ensures release of partner installments according to the installment agreement.
  • Communicate all financial findings and suggestions to partners in order to enhance financial processes, performance, and donor compliance.
  • Prepare a monthly cash advance report on the 5th of each month and follow up with employees to verify that staff advances are paid within the same month.
  • Share financial data with Grants for the quarterly and yearly NGO reports.
  • Work on resource scheduling for all personnel, create timesheets in dynamics, and ensure that staff pay is appropriately allocated to all projects.
  • Ensure compliance with the country’s financial requirements, including taxes, statutory returns, yearly financial statements, and NGO reports.
  • Review payment vouchers and utilize proper budget codes.
  • Post journals in dynamics.
  • Perform any additional tasks given by the finance manager.

Experience and Technical Competencies:

To be successful in this position, you need to have at least 5 years of experience in a related subject. Furthermore, we predict the following:

  • A Master’s Degree or Advanced Professional Qualification in Finance or a related field.
  • At least three years of experience working in compliance functions in finance at a comparable level.
  • If no prior compliance experience exists, at least 5 years of basic finance expertise are required.
  • Working for a major INGO requires extensive understanding of its rules, laws, policies, and processes.
  • Experience and competence with financial system software, ideally Microsoft ERP.
  • Complete professional competence in English and Kiswahili is essential.
