The East African Crude Oil Pipeline (EACOP) project spans Uganda and Tanzania and features a nearshore Marine Storage and Export Terminal (MST). Once finished, the EACOP Company will run the East African Crude Oil Pipeline, a 1,443-kilometer-long, electrically heated crude oil export pipeline that delivers oil from Kabaale – Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for crude export to worldwide markets.
Duties and responsibilities:
- According to EACOP’s policies and procedures, the Security Advisors are responsible for:
- Assisting the Lot 2 and 3 Construction Security Lead with risk assessments.
- Conducting meetings and audits of EACOP contractors’ security vulnerability assessments, as well as audits of locations, routes, airports, and accommodations in conformity with EACOP standards.
- Conducting regular subcontractor audits to verify they are appropriate and suitable for purpose.
- Assisted in the examination of EACOP contractors’ and subcontractors’ security plans and KPIs.
- Regularly monitoring the performance of contractors’ security providers at the AGI and PPL locations in Lot 2/3.
- Working at various sites across numerous locations as needed and as directed by the Lot 2&3 Construction Security Lead or the EACOP Security Manager.
- Ensuring that all project sites have robust Level 1 subcontractors’ security plans in place, as well as maintaining focal point plans.
- Assisting the Lot 2&3 Construction Security Lead and/or the EACOP Security Manager in dealing with security incidents or events.
- Keeping the in-country POB up to date on all locations and contact information, as well as assisting contractors with the implementation of security plans, policies, and procedures, if applicable.
- Monitor all media sources in Uganda 24 hours a day, seven days a week, and keep an incident database.
- Interact with EACOP Site Representatives and attend all pre-construction and construction meetings, addressing any security concerns that may arise.
- Identifying potential dangers to the project and documenting them on the security risk register.
- Advising senior project management on any security concerns in the absence of the Lot 2&3 Construction Security Lead, as well as coordinating any security events that occur.
- Conducting regular training and exercises, or working with others to conduct training when necessary.
- Working within a multicultural company environment while offering ethical and compliant support.
- Assist with inductions for all new immigrants in the country. Promoting and educating all new entrants about the security system.
- Mentoring outstanding behavior in HSE, ethics, and the EACOP “Code of Conduct.”
- Addressing any security concerns expressed by EACOP’s management team.
Qualifications:
Academic Qualifications:
- Bachelor’s degree or higher in security, risk management, or a similar profession.
Experience Required:
- A minimum of five years’ experience in security and/or emergency management.
- Previous experience in a similar function or industry (project-specific).
