EMEDO Hiring Finance and Human Resource Manager

Environmental Management and Economic Development (EMEDO), with technical and financial assistance from the Royal National Lifeboat Institution (RNLI), is carrying out the “Lake Victoria Drowning Prevention Project (LVDDP)” in Muleba Musoma DC, Ukerewe, and Nyamagana Districts.

The initiative attempts to eliminate drowning risk factors in fishing villages around Lake Victoria. The initiative works at both the community and national levels, promoting awareness among decision-makers and policymakers from various sectors, development partners, and relevant non-governmental organizations.

EMEDO is looking for a competent, experienced, motivated, and proactive finance and human resources manager to ensure successful project execution. The job will guarantee that financial systems are strong, transparent, and inclusive, while also meeting workers’ requirements via a strong commitment to gender equality and social inclusion (GESI).

Key Responsibilities

Finance :

  • Create and maintain a financial system that complies with international audit standards and encourages accountability, transparency, and inclusion.
  • Pay all applicable government taxes on time, in accordance with national legislation and tax obligations.
  • Establish and maintain solid financial controls and procedures, with all financial processes reflecting gender-responsive budgeting.
  • Provide monthly updates to the Executive Director and contributors, making sure that financial reports are transparent and include GESI-related expenses.
  • Manage banking connections and monitor currency management to minimize risk from currency swings.
  • Reconcile monthly expenditures, ensuring that all resources are handled effectively, with an emphasis on fair allocation and gender inclusion in the financial management system.
  • Provide financial coaching and capacity-building to EMEDO workers, with an emphasis on boosting financial literacy among women and underrepresented populations.
  • Lead the project and organizational budgeting processes, ensuring that gender and social inclusion considerations are included in budget planning and spending categorization.
  • Oversee daily financial operations and ensure transparent cash flow management to achieve GESI objectives.
  • Collaborate with program managers and officers to ensure budget management matches with project goals, including gender equality and social inclusion.

Human Resources Responsibilities:

  • Support staff recruiting practices that promote diversity, gender equality, and inclusiveness at all levels of the business.
  • Oversee the employee orientation, development, and training programs to ensure that all employees have the necessary GESI skills and knowledge.

Qualifications, Experience, and Attributes: Minimum Qualifications:

  • A bachelor’s degree in accounting, finance, or a similar discipline, with at least seven years of relevant job experience.
  • A minimum of five years of experience as a country finance manager managing accounting and financial systems for non-profit development initiatives.
  • 3-5 years of experience providing administrative assistance to multinational and local companies, including procurement, contract management, and human resources issues.
  • Proficiency with QuickBooks multi-currency accounting software, as well as field accounting expertise.
  • Strong organizational and leadership abilities, with a track record of managing diverse teams and supporting gender equality in the workplace.

Desirable Experience:

  • Experience in the NGO/charities sector or audit company with financial management responsibilities.
  • Demonstrated experience working in development and/or emergency settings, with an emphasis on meeting the needs of disadvantaged populations such as women and youth.
  • Understanding donor compliance standards and the capacity to handle money within donor guidelines while maintaining a GESI-sensitive strategy.
  • Strong understanding of safeguarding problems, particularly how to protect vulnerable populations, including children, women, and marginalized community members.

  • Strong analytical abilities, attention to detail, and the ability to identify financial risks and possibilities in the context of gender equality and social inclusion.
  • Excellent communication skills, with the ability to communicate financial facts to a wide range of stakeholders, including funders and marginalized groups.
  • HR skills shown, with an emphasis on inclusive staff development and management approaches.
  • Ability to operate in a dynamic environment and adjust to changes in project priorities while being GESI-sensitive.
