The E-Mobility Expert is expected to contribute to the achievement of Project Pillar 3 (Green Mobility), which promotes an enabling environment for electric vehicle (EV) deployment and strengthens the EV ecosystem and value chain in Tanzania, with a focus on Intermediate Outcome 3: The transition to a low-carbon transport system for goods and people in Dar es Salaam.

Responsibilities

1. Provide strategic and operational management and the attainment of the objectives/results set for the Green Mobility, in particular by:

  • Coordinate activities and ensure they are carried out in accordance with the agreed-upon structures and processes;
  • Support the partner change manager(s) and contribute to increasing the capability of partner structures.
  • Coordinate the capitalization process and ensure that the results are distributed.
  • As an expert, contribute to the intervention’s implementation by providing inputs.

2. Provide specialized skills in program management/coordination, overall cross-cutting strategy, and institution-building by focusing on:

  • Ensure the coherence of the intervention’s actions and their contribution to development goals, as well as support for strategic decisions in the supported sectors.
  • Technical coaching for experts and Intervention Officers (on quality control, work prioritization, planning, etc.) and interaction with other Enabel interventions in the nation, Enabel teams in Brussels, and other partner countries on technical concerns;
  • Integration and contextualization of cross-cutting topics such as innovation and digitalisation, decent employment, the environment, and gender transition in activities and approaches;
  • Enhance partnership capacity.

3. Actively participate in sectoral discourse (sectoral group and thematic subgroups) and sector analysis.

  • Be Enabel’s point of reference for the sector and, in this regard, is responsible for promoting an integrated strategy, i.e., internal coherence among all the parties (local, Belgian, international, public, and private) involved in implementing Green Mobility.

Qualification and Specific Competencies:

  • A master’s degree in business administration, economics, commercial science, social science, or a similar field of study. Good knowledge of Tanzania’s e-mobility and energy sectors, as well as their worldwide context.
  • A minimum of 8 years of relevant experience in private sector growth. More particularly, support for micro, small, and medium-sized businesses (MSMEs).
  • Proven experience in upgrading the organizational and institutional frameworks of ecosystem participants who are responsible for business creation and development.
  • Proven expertise moderating multi-stakeholder meetings and coordinating various governmental actors.
  • Experience creating and managing public procurement papers.
  • Experience creating roadmaps, action plans, and strategic documents.
  • Proven ability in developing financial and non-financial methods and tools geared at encouraging the creation and development of micro, small,

Specific competencies or knowledge considered an asset:

  • Diplomatic skills and a track record of working with government agencies and the corporate sector in Africa.
  • Knowledge of non-financial procedures and techniques designed to support and accompany private operators in the establishment and/or development of micro, small, and medium-sized firms
  • Capability to teach and mentor enterprises and entrepreneurial support frameworks (Business Member Organizations).
  • A creative mentality to form innovative collaborations (MOU, Finexpo, etc.) with the business sector to achieve development goals.
  • Ability to implement a change process.
  • Knowledge management and growth.
  • Results-oriented;
  • Sensitive to gender and the unique hurdles that women face in entrepreneurship.
