Swisscontact has been working in Tanzania since 1979 to promote equitable economic development and enhance the private sector, thereby improving the lives of young. Skills for Employment Tanzania (SET), a skill system development initiative for improving youth employment in Tanzania, is an important program in the country’s portfolio. The ultimate purpose of SET is to increase the opportunities for gainful youth (self-)employment by assisting in the development of Tanzania’s TVET industry. The SET program spans 12 years and is presently in its second phase of 4-year deployment.

Swisscontact is seeking a Country Director to oversee its program and operations in Tanzania. We are searching for a leader that has a track record of successfully implementing youth employability programs via private sector participation. This leadership position requires a strong grasp of how to implement public-private partnerships in the context of human capital and workforce development, as well as exceptional talent and operations management skills.

What you’ll do:

  • Implement the software. Lead the development and implementation of ambitious youth employability program activities, using on-the-ground learnings and insights, and ensuring program outputs are within budget and in accordance with donor and Swisscontact corporate standards.
  • Manage stakeholders: Develop strategic partnerships with key stakeholders such as SDC, the private sector, and the Tanzanian government; coordinate platforms and working groups related to program delivery success; and assure client satisfaction.
  • Swisscontact Tanzania is to train future leaders, coach and mentor employees, and provide an entrepreneurial and learning environment.
  • Build Swisscontact as a sustainable institution in Tanzania, design and implement a mid-term organizational development plan, and impact the CESAF regional strategy as a member of the regional senior leadership team.

The learning will cover everything from what works on the ground for youth employability to how to build a future-ready talent pool for the organization.

What we are looking for:

  • An experienced and sympathetic leader who understands how to inspire and think strategically.
  • A knowledgeable project leader with expertise handling budgets of at least $1.5 million annually.
  • An effective and culturally aware communicator with strong oral and written English abilities (level C1 or above).
  • A solution-oriented, adaptive individual with an entrepreneurial attitude.
  • A person devoted to learning, growth, and improvement in pursuit of their personal aims as well as those of the team and organization.

Relevant Experience and Qualification

  • At least 12 years of experience working in different countries, ideally in Sub-Saharan Africa.
  • A Master’s (postgraduate) Degree in International Relations, Business Administration, Economics, Social Sciences, or related
  • At least three years of demonstrated leadership and people management experience.
  • Experience with private sector participation is required; experience with a market system development methodology is an additional benefit.
  • Experience with youth employment and education (LMI, curriculum development, training center administration, etc.); strong understanding of the TVET framework in the area is an asset.
  • Understanding and expertise with SDC-funded project management is beneficial.
