UGARF Hiring Project Director

The Center for Human Trafficking Research & Outreach (CenHTRO) is looking for a Project Director in Tanzania to help improve the implementation of laws, policies, and action plans to combat child labor (CL) and promote Acceptable Conditions of Work (ACW) in artisanal small-scale gold mining (ASGM). The post is contingent on project funding from the U.S. Department of Labor’s Bureau of International Labor Affairs’s (ILAB) Office of Child Labor, Forced Labor, and Human Trafficking (OCFT).

The Project Director will oversee all operational components of the project, such as research logistics and dissemination, program implementation, policy work, stakeholder interactions, and communication within the CenHTRO team and its partners. The project director also oversees the day-to-day operations of the project and assists CenHTRO headquarters in satisfying reporting deadlines and regulatory obligations. The project director reports to the CenHTRO Associate Director of Programs.

Qualifications

  • Must work in Dar es Salaam or Mbeya, with the ultimate site determined on project requirements.
  • A Bachelor’s or Master’s degree in public policy, international development, social science, anthropology, education, environmental science, economics, or a related discipline is required; alternatively, ten (10) years of relevant professional experience.
  • A minimum of five years of experience working on initiatives addressing labor concerns in the mining industry.
  • A minimum of five years of experience in project management, supervision, administration, and implementation of cooperative agreements and/or contract requirements (including meeting deadlines, achieving targets, budgeting, and overseeing the preparation and submission of required reports), preferably in the country where the project is being carried out.
  • Ability to maintain working connections with all project stakeholders, including governmental, corporate, and civil society partners, and to successfully establish collaborations amongst them.
  • Demonstrated experience working with governments, such as providing technical assistance to improve the implementation of National Action Plans against child labor, policy environments, and enforcement of labor laws in mining communities, as well as providing education, livelihood, and other pertinent services.
  • Excellent interpersonal skills.
  • Excellent verbal, writing, and presenting abilities.
  • Excellent organizational abilities and a high degree of initiative.
  • Fluent in English and Swahili.

Duties/Responsibilities

  • Manages the project team to assure the project’s strategic, programmatic, and technical integrity, as well as the achievement of performance objectives.
  • Coordinates the creation of study methods, training materials, and the collecting of baseline and endline data.
  • Establishes and maintains successful connections with project stakeholders, including community, NGO, and government representatives.
  • Develops and maintains successful connections with subrecipient entities in charge of executing project components.
  • Monitors project progress, including deadline adherence and timely reporting.
  • Makes frequent site visits to perform informal observations and evaluations of project activity.
  • Identifies and addresses present and potential project hazards, such as actions that are not in accordance with best practices or award terms and conditions.
  • Follows national, regional, and local news and/or policy changes that may affect the project.
  • Collaborates with CenHTRO headquarters on grant money administration, as well as the execution and coordination of sub-awards and consultant contracts.
  • Responsible for direct management of workers in the Tanzania project team.
